Almost always, yes. We build the same image; what changes is that the platform manages placement, TLS, health and restarts rather than you describing them in fly.toml.

No. Two EU regions — Frankfurt and Helsinki. If you serve a genuinely global audience from the edge, Fly.io remains the better tool.

It becomes a managed Postgres instance here: we restore a dump, validate it, and take over backups. You stop being the DBA for it.

No — services stay resident. That is the trade for having no cold starts, and it is why the fixed price is predictable.

No. Billing is monthly per service. For always-on workloads that works out cheaper; for intermittent ones it may not.

Persistent disks are supported and sized per service; data is copied and verified during the migration step before any traffic moves.
